MANILA – Health workers remain to have free access to transportation across the country, with a total of 2,186,793 free rides provided through a partnership between the government and the private sector.
In a Facebook post, the Department of Transportation (DOTr) said its free ride for health workers program has provided 584,174 free rides around the National Capital Region and 1,602,619 in Regions 1, 2, 3, 4A, 5, 6, 7, 8, 9, 10, 11, 12, Cordillera Administrative Region, and Caraga Administrative Region.
As of March 16, a total of 60 vehicles have been deployed to provide free transportation in several routes available at https://covid19.sakay.ph and the mobile application, Sakay.ph.
“Katuwang din ng DOTr sa programa ang Petron Corporation, na nagbibigay ng fuel subsidy sa mga transport companies na kasali sa inisyatibo (The DOTr is working with the Petron Corporation in the program who provides fuel subsidy to transport companies that are part of the initiative),” the DOTr said.
Health workers still have toll-free access to all Luzon expressways.
The initiative was made possible through a partnership with the Office of the President, Office of the Solicitor General, Department of Public Works and Highways, Department of Interior and Local Government, Philippine National Police, Armed Forces of the Philippines, and several attached agencies of the DOTr.
The project’s private partners also include HM Transport, Diamond V8, Pascual Liner, Pamana Transport, Jasper Jean, Goldstar, Philtranco, UBE Express, DLTB, Genesis, Hi-Star, Thelman Transit, Ceres Transport, RRCG Transport, Jac Liner, Dagupan Bus, Star8, at Megaworld Corp. MANILA – Department of Transportation (DOTr) Secretary Arthur Tugade recently gave orders to key officials from the DOTr rail and road sector to ensure that the consortium that operates the automatic fare collection system being used in the Metro Manila rail systems and on the Epifanio de los Santos Avenue (Edsa) Busway to just give for free the stored value cards or “Beep” cards to commuters once they buy the load for the fare, even with the minimum amount they need.
Tugade lamented that commuters who are still reeling from the effects of the pandemic have to shell out an additional PHP30 to PHP50 for the price of the Beep card on top of the initial fare load.
“Dapat libre lang ang card (The card should be free). We are still under quarantine measures. Workers who have just returned to work are the main users of the rail system and the Edsa Busway. Malaking bagay para sa mga ordinaryong manggagawa ang PHP30-PHP50 na ikakaltas para bayaran ang card ng Beep. Pasahe din ‘yun (The amount of PHP30-PHP50 that would be charged for the Beep card would be a big help to ordinary workers) They should be spared from the burden of having to pay the price of the Beep card on top of their fares,” Tugade said in a press release.
Tugade and senior officials of the DOTr met on Wednesday to discuss the issue of the Beep card cost which is being passed on to commuters, on top of the fare, or the stored value on the card.
The DOTr officials unanimously agreed that the cost of the stored value card should not be passed to the commuters as the department ordered AF Payments, Inc., the consortium composed of conglomerates Ayala Group and First Pacific Group to just give the cards for free. Commuters should also have the option to load the card with whatever amount he needs for the fare.
As part of measures to contain the spread of the coronavirus disease (Covid-19), the DOTr has ordered the enforcement of a cashless automatic fare collection scheme on public utility buses that ply the Edsa Busway route starting Oct. 1. The cashless fare collection scheme will be using the Beep card.
Aside from buses plying the Edsa Busway, the Beep card can be used to pay fares in LRT-1, LRT-2, and MRT-3 train lines, and some point-to-point buses, as well as modern public utility vehicles. Fare is deducted from the card once it is tapped at a fare collection machine.
The Edsa Busway, which became operational on July 1, covers bus stops along the middle lanes of Edsa. It runs from Monumento, Caloocan to Parañaque Integrated Terminal Exchange (PITX).
Passengers can purchase Beep cards in LRT and MRT-3 stations, in all Metro Manila branches of FamilyMart as well as in bus terminals such as HM Transport in Alabang Town Center and Market! Market!; BGC Bus in Edsa, Market! Market! and Bonifacio One Technology Tower; and RRCG in Alabang Town Center, Greenbelt 1, Greenbelt 5, Star Mall Alabang, and Starmall Shaw.
The Beep card is valid for four years. Commuters can reload their Beep cards in LRT and MRT-3 stations, FamilyMart and Ministop branches, outlets of Bayad Center and their affiliates, or via Over-the-Air or OTA loading partners such as BPI, Eon by Unibank, Akulaku, and Justpayto. (DOTr PR)

CALOOCAN CITY, March 15 (PIA) -- Close to 600,000 medical frontliners across the National Capital Region (NCR) and Greater Manila Area (GMA) were so far able to avail free rides to their workplaces under the Department of Transportation’s (DOTr) “Libreng Sakay” [Free Ride] service.
As of March 11, the DOTr said the total ridership of the program reached 582,482 in the NCR and GMA. The GMA is the contiguous urbanization surrounding Metro Manila. This built-up zone includes the NCR and the neighboring provinces of Bulacan to the north, Cavite and Laguna to the south, and Rizal to the east.
The free rides are also being offered to other parts of the country in partnership with Land Transportation Office (LTO) and Land Transportation Franchising and Regulatory Board (LTFRB). Of which, the total riding of the program reached 1,592,582 in other regions.
Healthcare workers can easily view the live location of bus units and know the time of their arrival in stops on the transport department’s website, Sakay.ph mobile app, or Google maps.
"The actual location of vehicle units will also be known, be the 20 route of free rides in Greater Manila, on the website, and mobile app of Sakay.ph," the DOTr said.
It said their online channels have made it "easier" for health workers to know where to avail a free ride, and shared a link to its "updated" map: https://covid19.sakay.ph
Meanwhile, according to its Road Sector data, a total of 26 vehicles were deployed for free on March 11.
The DOTr also said it has partnered with Petron Corporation, the company providing fuel subsidy to transport companies that are included in the initiative.
Moreover, the program extends the provision of free toll fee on all expressways in Luzon for medical workers. The Free Toll Fee program was implemented because of the cooperation and solidarity of toll operators in the Toll Regulatory Board (TRB) of DOTr.
The DOTr said the bayanihan initiative was made possible in cooperation with Office of the President, Office of the Solicitor General, Department of Public Works and Highways (DPWH), Department of Interior and Local Government (DILG), Philippine National Police (PNP), Armed Forces of the philippines (AFP), Land Transportation Office (LTO), Land Transportation Franchising and Regulatory Board (LTFRB), Metropolitan Manila Development Authority (MMDA), Philippine Coast Guard (PCG), and Inter - Agency Council for Traffic (ACT) HM Transport, Diamond V 8, Pascual Liner, Pamana Transport, Jasper Jean, Goldstar, Piltranco, UBE Express, DLTB, Genesis, Hi-Star, Thelman Transit, Ceres Transport, RRCG Transport, Jac Liner, Dagupan Bus, Star 8, and Megaworld Corp. MANILA – Buses with passenger doors on the left side are now deployed along Edsa, the Department of Transportation (DOTr) said on Friday.
In a news release, the DOTr said the Mega Manila Consortium, one of the two consortiums operating the EDSA Busway route launched Wednesday three units from HM Transport Inc., with both left-side and right-side passenger doors. Seven more units with the same configuration will be deployed next month. Meanwhile, RRCG Bus will also add more left-entry buses next week.
DOTr Assistant Secretary for Road Transport and Infrastructure Steve Pastor said the arrangement between the agency and among private bus companies for the use of such units was created to ensure safe service for the commuting public.
“These bus units will better accommodate commuters who will now be using the new loading and unloading bus stops located in the innermost lane of Edsa. Aside from the installation of canopies and lighting fences, we have also placed concrete barriers and steel separators on Edsa’s median lanes to ensure utmost safety and comfort,” Pastor said.
Land Transportation Franchising and Regulatory Board (LTFRB) chairman Martin Delgra III reported a total of 3,662 units operating and opened 31 traditional city bus routes in Metro Manila.
Alongside the operation of PUBs, he said the LTFRB has opened other routes and approved more units of public transportation that includes modern and traditional public utility jeepneys (PUJS), UV Express (UVE) vehicles, Point-to-Point Buses (P2Ps), Transport Network Vehicles services (TNVS), and taxi services.
“For modern PUJs, 716 units have begun operating in 45 routes; while for traditional PUJs, the LTFRB has allowed the operation of an additional 4,498 units in 60 routes. This brings the total number of authorized traditional PUJs to 12,443 in 126 routes,” Delgra said.
An additional four routes with 641 units have been authorized for UV Express, which totals to 1,621 authorized UVEs currently plying in 51 routes. Some 364 units of P2P buses are operating in 33 routes, with 20,493 taxis and 23,776 TNVS ferrying passengers in the metro, Delgra added.
All units of road transport are still required to strictly follow the existing health guidelines and safety protocols provided by the Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF-IED) to help curb the spread of the coronavirus disease 2019.
All forms of road public transportation will follow a limited passenger capacity of 50 percent while maintaining physical distancing and sanitary practices in their vehicles.
The DOTr is ensuring that law enforcers and on-ground marshals are monitoring all public transport vehicles. Violators face penalties, Pastor said.
Commuters are now required to wear a face shield on top of their face masks in order to be permitted to travel—be it on land, sea, or air— as mandated by the newly issued Memorandum Circular No. 2020-14 of the DOTr.
The new requirement took effect upon allowing public transportation anew last August 18.
Aside from Metro Manila, the provinces of Laguna, Cavite, Rizal, and Bulacan, Nueva Ecija, Batangas, the cities of Iloilo, Cebu, Lapu Lapu, Mandaue, Talisay, and the municipalities of Minglanilla and Consolacion in Cebu province are now also placed under general community quarantine. (DOTr PR)

MANILA – Over 400 locally stranded individuals (LSIs) in Metro Manila on Thursday availed of the government-sponsored trips to return to their respective provinces with the resumption of the Hatid Tulong program.
Assistant Secretary Joseph Encabo of the Presidential Management Staff said the government has started assisting LSIs through a clustering system, wherein only a pocketed group of stranded people are facilitated.
Encabo, lead convenor of the program, said the government has also assisted LSIs to get travel documents and other requirements prior to their scheduled travel date, particularly those bound for Zamboanga, Basilan, Sulu, and Tawi-Tawi.
He said the LSIs were assessed by the Department of Health (DOH).
The stranded people also underwent rapid testing as requested by the local government units, he added.
The Philippine National Police has provided travel authorities to the LSIs, Encabo said.
Each qualified stranded person received an allowance amounting to PHP2,000 through the Department of Social Welfare and Development's (DSWD) assistance to individuals in crisis situations.
"We still have LSIs that need help so they can go home to their provinces. HTI [Hatid Tulong Initiative] is committed to arranging their travel," Encabo said, noting that the government will shoulder all the costs of their trips whether they're going home to any parts of Luzon, Visayas, and Mindanao.
Encabo said proper and close coordination between the Hatid Tulong's working group, LGUs, and even the private sector, is very important to make each send-off become successful.
"HTI, through the Presidential Management Staff regional field units and DILG, coordinate with receiving local government units before scheduling trips of LSIs to ensure the readiness of LGUs to accept their kababayans (countrymen)," he said.
Encabo, meanwhile, lauded the support they get from the private sector upon the implementation of the program.
"The private sector's participation is a huge help," he said.
Encabo said the LSIs were transported through the help of the Philippine Coast Guard, Bureau of Fisheries and Aquatic Resources and the 2GO Travel company.
The RRCG Transport company has provided the government with buses, he said, to transport the LSIs bound for Eastern Visayas and Davao regions.
"Almost 400 LSIs availed of the transportation facilitated by HTI. The pocket send-off was arranged for LSIs also bound for Region 8 (Eastern Visayas), Region 11 (Davao), Palawan and Surigao," Encabo said.
With the resumption of the Hatid Tulong program, Encabo said the government prioritized those LSIs who weren't able to avail the sponsored-trips during the previous send-offs since some of their province destinations were "under moratorium status."
Further, some 36 LSIs who were temporarily housed in a facility near the Libingan ng mga Bayani were also able to avail of the sponsored trips, Encabo said.
However, he said some trips are still under preparation and will be scheduled for the next send-offs.
He added that the HTI's technical working group is now arranging various trips bound for Visayas provinces particularly in Dumaguete, Negros, and Panay Island.
The Philippine National Railways, he said, is now scheduling to transport LSIs within this month.
Encabo assured that the program is compliant with the Inter-Agency Task Force for the Management of Emerging Infectious Diseases' travel guidelines and medical protocols. (PNA)

MANILA – Hatid Tulong Initiative (HTI) resumes its pocket send-off after Metro Manila was placed under general community quarantine (GCQ).
Travel documents complying with Inter-Agency Task Force guidelines were processed on Aug. 19, 2020, a day before the send-off of locally stranded individuals (LSIs) bound for Zamboanga, Basilan, Sulu, and Tawi-Tawi.
LSIs were medically assessed by the Department of Health and rapid testing requested by receiving local government units were also conducted.
The Philippine National Police provided travel authorities to LSIs while the Department of Social Welfare and Development gave an allowance of PHP2,000 under the Assistance to Individuals in Crisis Situations (AICS) to LSIs who were qualified to travel.
HTI lead convenor Assistant Secretary Joseph Encabo said the HTI will continue assisting LSIs and facilitate their return to their provinces.
"We still have LSIs that need help so they can go home to their provinces. HTI is committed to arrange their travel. Gobyerno po ang sasagot ng gastos para makauwi ang mga LSIs. Malaking tulong din po ang (The government will should the cost for LSIs to return home. It is also a big help from the) private sector participation," Encabo said.
For its first send-off, after the modified enhanced community quarantine ended, HTI facilitated trips, making use of the Philippine Coast Guard, Bureau of Fisheries and Aquatic Resources, and 2go vessels. RRCG bus company provided buses for LSIs bound for Regions 8 (Eastern Visayas) and 11 (Davao).
"Almost 400 LSIs availed of the transportation facilitated by HTI. The pocket send-off was arranged for LSIs also bound for Region 8, Region 11, Palawan and Surigao," Encabo said.
The resumption of Hatid Tulong primarily catered to the LSIs who were not able to travel during the grand send-off due to their provinces being under moratoriums.
These LSIs were given temporary billeting in housing facilities maintained by Hatid Tulong TWG with the help of the private sector.
Some 36 LSIs camping outside the Libingan ng mga Bayani were also assisted by HTI. Those whose destinations are still being arranged were transferred to the CCP facility.
"HTI through the Presidential Management Staff Regional Field Units and DILG (Department of the Interior and Local Government) coordinate with receiving local government units before scheduling trips of LSIs to ensure the readiness of LGUs to accept their kababayans," Encabo added.
The HTI is the first phase of the Balik Probinsya Program to address the immediate need of individuals and families to go home to their province amid the effect of the coronavirus pandemic to the economy.
Trips for Dumaguete, Negros, Panay Island are currently being arranged to assist LSIs bound for the Visayas. Philippine National Railways trips for LSIs are also scheduled this month. (PR)

CALOOCAN CITY, March 20 (PIA)-Seventy-two (72) buses and two (2) modern Public Utility Vehicles (PUVs) have committed to transport health workers to their workplace and back in support to the Department of Transportation’s (DOTr) “Free Bus Ride for Health Workers” Program amid the Luzonwide enhanced community quarantine.
Transport officials clarified that the free ride is not restricted to doctors and nurses only, but also to other hospital workers such as administration personnel, utility workers, security officers, and other health workers such as pharmacists, caregivers, and the like.
The bus services comply with the containment protocols imposed by the Department of Health (DOH) such as the observance of social distancing, body temperature checks, and regular disinfecting of vehicles. Drivers and health workers will also be given food and water.
“Of all the distress this virus has caused, one of the good things it has brought forth is the indomitable bayanihan spirit of the Filipino people. Our frontline health workers have sacrificed so much, leaving the comfort of their homes to fulfill their sworn duty to save lives. MANILA – The mobility of health workers in Metro Manila has improved after new routes and more buses have been added to the free transportation provided by the Department of Transportation (DOTr) and partners from the public and private sectors.
On a Facebook post, the DOTr said starting Thursday (March 19), the number of routes for its free ride program will increase to nine routes, from the previous three.
In a message, DOTr Assistant Secretary Goddes Hope Libiran said the number of buses that would ply the routes also increased to 61 after more public agencies and private bus companies provided more buses.
She added that the buses would not only take the workers to the hospitals but would also take them back to drop off points near their homes.

The first route would cover the northwest area of Metro Manila starting at Malanday and would pass through Valenzuela City General Hospital, Monumento/Manila Central University, Tondo General Hospital, Metropolitan Medical Center, San Lazaro Hospital, Jose R. Reyes Memorial Medical Center, University of Santo Tomas Hospital, Chinese General Hospital until its endpoint at the United Doctors Medical Center on Welcome Rotonda.

Covering the same area, the second route would begin at the Valenzuela Gateway Complex, Quezon City General Hospital, Balintawak, Philippine Orthopedic, and ending at the United Doctors Medical Center.

The third route would serve the northeast area and would begin at the Dr. Jose N. Rodriguez Memorial in Caloocan, SM Fairview, Diliman Doctors Hospital, Veterans Memorial Medical Center, Lung Center of the Philippines, National Kidney and Transplant Institute, Philippine Heart Center, East Avenue Medical Center, Philippine Children’s Hospital, and would end at Centris Station on Edsa.

For the east area, the fourth route would begin at SM City Masinag, Marikina Valley Medical Center, Amang Rodriguez Memorial Medical Center, Bayani Fernando Central Terminal East Metro Transport Terminal, Quirino Memorial Medical Center, Araneta Center Bus Terminal, Robinson’s Galleria, and its endpoint at the Medical City – Ortigas.

From the east area as well, the fifth route would begin at the Ortigas Hospital and Healthcare in Cainta, going through SM City East Ortigas, Pasig City General Hospital, The Medical City Ortigas, Robinson’s Galleria, VRP Medical Center, Saint Luke’s Medical Center, and its final drop off point at Rizal Medical Center.

Covering the Central Area, the sixth route would begin at Centris Station on Edsa and would pass through Providence Hospital, Capitol Medical Center, United Doctors Medical Center on Welcome Rotonda, UERM Memorial Medical Center, National Children’s Hospital, De Los Santos Medical Center on E. Rodriguez, and until its last stop at the MRT-3 Cubao Station.

The seventh route would cover the same area in Metro Manila and would begin at the Medical City – Ortigas, Robinson’s Galleria, Cardinal Santos Medical Center, Our Lady of Lourdes Hospital, Santa Ana Hospital, and ending at the Makati Medical Center.

Covering Metro Manila’s southeast area, the eighth route would begin at the RITM and would go through the Asian Hospital and Medical Center, Muntinlupa City Hospital, South Station, SLEX Sucat Exit, Bicutan Exit, Makati Medical Center, and would end at the Saint Luke’s Medical Center in Bonifacio Global City.

The ninth and final route would cover the southwest area and would start at Vista Mall in Daan Hari, passing through Perpetual Help Medical Center in Las Piñas, Las Piñas General Hospital, Baclaran Market, San Juan de Dios Educational Medical Center, Pasay City General Hospital, Adventist Medical Center, Makati Medical Center, Philippine General Hospital, Manila Doctor’s Hospital, and ending at United Doctors Medical Center on Welcome Rotonda.
“This initiative was made possible in cooperation with the Office of the President, Philippine Coast Guard, Land Transportation Franchising and Regulatory Board, Land Transportation Office, Department of Public Works and Highways, Metropolitan Manila Development Authority, Inter-Agency Council for Traffic, House of Representatives, Office of the Solicitor General, Philippine National Police, Armed Forces of the Philippines, and private bus companies such as HM Transit, San Agustin, MetroExpress, RRCG, Precious Grace, Ceres, Jac Liner, St. Rose, and automotive company Foton,” the DOTr said.
Earlier, the DOTr said the bus service would comply with protocols set by the Department of Health to contain the spread of the coronavirus disease 2019.
These protocols include social distancing, body temperature checks, and regular disinfection of vehicles. (PNA)
